Luckily, the University of Kansas is here to help us answer that question. They run a program called Community Toolbox, dedicated to helping people make a difference in matters of local policy. Their eleventh toolkit, entitled Influencing Policy Development, offers some very simple, yet powerful, first steps to making your voice heard.
The toolkit highlights some of the keys to success: studying policy issues in depth, rallying a group of people to your cause, and communicating your policy preferences.
