Good governance is a participative manner of governing that function in a responsible, accountable and transparent manner based on the principles of efficiency, legitimacy and consensus for the purpose of promoting the rights of individual citizens and the public interest. The concept of good governance first emerged in the late of 1980s, due to the increase of bad governance characterized by corruption in government projects, lack of accountability, and human rights abuses . However the donor agencies and Western countries urged the developing world to undertake political, economic and administrative reforms to practice good governance . Good governance helps the public and private organizations to fulfill their overall purpose, achieves their intended outcomes for citizens and service users, and operates in an effective, efficient and ethical manner. Also good governance helps in improving the quality of the services; and economic and financial management, strengthening law and justice, and increasing the effectiveness of public and private sectors . Good governance strengthens accountability of administrators and other staff as important contributor to human rights protection in public and private organizations. For example, in Botswana, the Directorate of Corruption and Economic Crime strengthened the accountability of officials by investigating complaints of alleged offenses from the public and recommending the adoption of anti-corruption procedures by State institutions. Moreover good governance empowers members of disadvantaged and minority groups to defend their rights by participating in decision and policy making processes. For example in Uganda, the right to education was protected through culturally sensitive policies, which allowed the participation of local communities in policy design and implementation . Therefore protecting human rights by using good governance is the best approach in African Countries especially in Tanzania.
